Prepare glass noodles: Soak or boil glass noodles in hot water according to package directions until soft. Then drain and set aside.
Prepare meat (optional): If using meat, cut it into thin strips and fry it in a pan with a little oil until cooked through. Set aside.
Sauté vegetables: Heat some vegetable oil in the same pan. Add the onion, carrot, and bell pepper and sauté over medium heat until the vegetables are soft. Add the spinach and spring onions and sauté briefly until the spinach has wilted.
